Does the in-person registration include the livestreamed version?

Yes, this year in-person registrants have online access during and after the event.

Yes, it does in 2023. This is a change from previous Festivals. If you register for the 2023 in-person event you automatically receive access to the livestream/recording package. This includes the recording package which you are able to watch and listen to all of the sessions you may have missed, as well as some bonus ones only included in the package!
